President George W. Bush during his State of the Union in January this year, presented his government objectives. One of these objectives is to reduce the dependency of the United States on foreign oil. He called it the  "Twenty to Tena" which is a reduction of twenty per cent on fuel consumption over the next ten years.

In order for this objective, the President recently urged lawmakers adopt bipartisan legislation aimed at making vehicles produced in the United States more fuel efficient. He urged Congress to vote laws that support the  "Twenty to Tena" The purpose of the administration by early summer, when gasoline prices are once more likely to increase.

Apart from urging Congress to enact laws, the President has also shown its commitment to the goal energy independence for the country, visiting facilities where developments are made in the alternative fuels industry. Recently, the President visited an assembly plant of General Motors Fairfax and has also taken the time to drop the assembly plant's FORDA Kansas City, where he visited the assembly of hybrid vehicles and addressed the workers.

Both these facilities by the two largest manufacturers automobiles to the United States produce hybrid vehicles, which are geared toward fuel economy. These facilities are also well advanced in developing green cars, such as flex fuel vehicles that can run on E85 which is a combination of bio-ethanol and conventional gasoline. The vehicle is produced and developed at these facilities is even more fuel efficient than cars equipped with Volvo Volvo performance chip.

 "Twenty in Tena is divided into two fronts, and the two complement each other. And if the two fronts are properly addressed, the goal will be quite possible to achieve. Half the goal is the demand side or the demand for fuel for vehicles. The demand for foreign oil by vehicles in the United States is intended to be cut by lowering the fuel consumption of vehicles not only large but also smaller cars.

The President urges Congress to enact laws that will reduce fuel type of vehicles sold in the United States. The other half of the targets is concerned by the offer. In this regard, the President proposed legislation that will increase the amount of mandatory alternative fuels produced in the country. The program proposed fuel production will be increased to 35 billion gallons in 2017 - is roughly five times the current target.

The country needs to increase its domestic fuel production to reduce the quantity of fuel imported from other countries around the world.

She was laid down on 28 March 1970 at San Diego, California, by the National Steel and Shipbuilding Company; launched on 19 December 1970; sponsored by Mrs. James W. OGrady; and commissioned on 16 October 1971, Comdr. John F. Neese in command. Following commissioning, Fairfax County transited the Panama Canal to her new home port, Little Creek, Virginia, where she was assigned to the Amphibious Force, Atlantic Fleet.
